Yes, Air France does have an interline agreement with AC, however, AC provides preferential pricing to it's Star partners, so AF gets stuck with high interline charges. They use this agreement most often on the YQB-YUL route, if WestJet gets enough bilingual inflight staff, then I'm sure that AF would love to dump AC and use WestJet as a partner.
