Because on a DM, it's sorted by status, fare paid, and then time added on the DM list. So in case there are one more 1K waitlisted on W fare, first one on the DM list will clear before the other.
Ah I see - didn't know that the time priority in the previous PA list no longer matters after the flight is under DM and then it is only check-in time priority that replaces that. Thank you for the clarification
