I doubt any rules would demand passengers to take all their segments. or to (dis)allow passengers to miss any part of the ticket.
However, you may not skip any of the segments....
When I book a ticket through Amex, there is a clear statement that if I don't fly the entire itinerary I may have to pay the additional cost of the shorter (actually flown) itenerary if that is more expensive.
It seems from the experience of board members that BA do not enforce this (although I don't know the answer to the OP's perfectly reasonable question about whether this is written down somewhere). I presume from the existence of the statement by Amex that some airlines do enforce it, however.
