My experience has been that they won't even issue a ticket for a reservation that has already been made.
I was at the RCC at Kennedy and made a reservation on-line for a reward ticket for my nephew. Since his last name was different than mine I was required to pick the ticket up, even though it was an e-ticket. I went to the RCC desk where there were two agents busy talking to one another, and no other customers in sight (so it wasn't an issue of being too busy). They promptly sent me downstairs to check-in to get the ticket issued, saying they couldn't do it there.
