I don't know about security issues, but they aren't about to move UA flights to terminal A when the RCC is in terminal C. Security at FRA is horrendous--time consuming (everything done by hand) and intrusive (I've posted on this before).
UA941 from FRA to ORD left from gate A59.
There was still secondary screening to get to the C-gates, and also to go from C to A59. I wasn't going from the Schengen zone directly to my gate.
