As for the USPS losing referrals, why would you suspect PC/Ambassador of using this as an excuse to deny you? My experience has recently been that the USPS is somewhat reliable and does deliver to the Salt Lake City office. Last month I sent my RA cert via XpressPost, starting out in Canada but crossing the border to be put into the hands of the USPS. My tracking statement showed the envelope arrived in the USA, but the USPS failed to record the actual delivery to the Ambassador service centre. After three weeks of trying to determine if the envelope actually did get delivered, I received an email from the RA office in the UK confriming my upgrade.
