QUEBEC - The head of the Canadian Air Transport Security Authority says Canadian airports will never be 100 per cent safe.

Jacques Duchesneau, the federal agency's president, told a security conference Thursday that Canadians should ignore "those who try to strike fear in people" by testing airport security.
