Those tags come out when security needs to stamp something (India) or have their own rules (USA at one point: two pieces only). I usually have a stack of those tags in my handluggage whenever required.
I've seen these a lot, but never got one. I've been wondering for a while what they are for.
I saw several while in line at security for LH flights at CDG yesterday - don't know how/why as I have never had one at CDG and apparently never needed one!
I did also see several American-sized rollaboards with a second piece boarding various flights; including in economy on my flight.
