Why does the LHR RCC refuse to allow me to enter as an ARRIVING pax???

I tried and tried to enter this RCC one early morning after arriving from ORD. The RCC agents simply refused to admit me since this RCC is supposedly a "departure" lounge.

My 1K status and Business Class boarding stub meant nothing.
