Hypothetical situation. International flight in which you are EXP and have an economy ticket. If business class and first class have unoccupied seats AFTER all upgrade requests have cleared, do they let those seats remain empty or do they upgrade members by tier status priority to fill those seats with a complimentary "free" upgrade?
