The FAA requires one f/a per 50 pax. The airlines can assign them between the premium and coach cabin as they wish. On CO domestic 737's, there are usually "floater" f/a's who handle both cabins.
Over and above the number of FA's per passenger seats, there are also work rule requirements which may add one or more FA's ensuring that none of them exceeds the eight hour (?) limit--hence those rest seats.
