Technically, the post title should have been AS WAS 2nd to last, as it was reporting statistics from September. When I looked at the calendar this morning, it said November.
Well, I was just quoting the LATEST government statistics, which happen to be from September (less than 5 weeks before I originally posted). You say SIGNIFICANT delays -- that's a very vague term! Perhaps you should define all of your terms in your posts.
