WHQ is 90% of the time on the pax side of the issue unless your letter is so far out there that they know it was written to gain some type of free upgrade due to some outrages story.
But the question is what % of crew complaints actually make it to WHQ. I'm fairly sure the complaint I sent into customer service about a crew not offering pre arrival beverages on a 7.5 hour flight was never even escalated.
