I think what they are saying is that someone might take that plane for any 2 consecutive legs. While it is a little unlikely on some ( such as LAS-SMF ) they do in fact list that flight as a 1 stop possibility. So this makes their schedule seem more robust and I would think that they would do it wherever they reasonably could.
