Sorry, I need to clarify the matter.

The January 1, 2009 is "preferred" implementation for an EU-wide version of APIS.

The "scoring" and "flagging" angle is not being pushed as aggressively yet by Fratinni, but is being "examined", including for customs use and for flagging "suspected" or "potential" terrorists entering and exiting the EU.
