Yup, which is why I figured I'd take it up with the manager instead of fighting with the clerk.
In a way, you could argue that it's a good sign that the clerk doesnt know the rules - it's an indication that the hotel is reliable enough with delivering the gifts that it comes up very infrequently.
When the clerk called my room 15 minutes later, she sounded VERY apologetic.
