I don't know about New Jersey. In Oregon, it's been about 10 years since the issue was seriously discussed. In short, whenever the issue comes up, the old-timers complain about having to pump their own gas, especially during Oregon's long, rainy winters. Old folks vote, so pols pay attention. It's pretty much that simple.
And, more broadly speaking, Oregon natives view any attempt to allow self-service as a scheme by newcomers (read: Californians) to do things the way they did it back home.
