The OP's upgrade wasn't "withdrawn", rather the OP was "involuntarily downgraded". I'm at a loss to understand why the OP would give up their functioning C seat simply because the GA "asked". There would've been a whole bunch of "conditions" attendant to my aggreement in such a situation.

As such, the current iteration of the policy outline in the post below should have applied, if my understanding of a Canada to U.S. segment being "domestic", and the international segments, which were cleared and BP's issued for, should have been protected or subject to the international iteration of the policy, as they, too, were "involuntary".
