Hmmm ... going to need a reference (CFR, chapter and verse, pls) for that first claim. Agree completely with the second one.

On a tangential note, since the OP's question dealt with an IC hotel, to keep the bonus, the overriding presumption must be made that the OP has nothing to do with deciding any possible govt contracts with IC hotels on any level.

The rules for those who deal with govt contracts and acquisition projects are far more strict than those for the rest of us.
