I'm on a RTW award and I need to occasionally reach the RTW award desk from India or China or something. The problem is that it is usually night time in the local country when the RTW desk is open in the US, so I can't call the local contact number in-country to get transferred. Instead, I have found the only non-800 number in the US and I call that number (800 numbers do not work with calling cards), and wind up paying for a 30-60 minute phone call.

Shouldn't I be able to talk to DL toll free from almost any country, especially ones that they serve? Why don't I get automatically routed to a DL call center when the local office is closed?
