I don't believe agents are required to check passports, etc. when reissuing BPs due to a change of equipment.

The simple and more forgiveable mistake was us being boarding cards in someone else's names. The non-forgiveable mistake was that the agent failed to comply with the most basic of security requirements (that I am who I say I am) and allowed us to board.
This is a revenue protection measure, not a security measure.
