I think a good number enter based on PP membership. Until my wife made NW platinum earlier this year she was using a PP membership that I'd purchased for her. For folks based in Asia I think PP makes a great deal of sense given the large number of airlines, lack of alliances (compared to US airlines), and generally high quality of asian airport lounges. From my wifes perspective, I wanted her to have access to lounges in any airport regardless of airline, class of travel, or frequent flyer membership.
Also, as was mentioned in a different thread, if you open an account at KB bank in Korea you are also offered the highest level PP card for less than $100. I wouldn't be surprised if ICN has one of the highest %'s of PP holders compared to other airports.
