I'm going to take a different route than the others. I suggest she stay in Scottsdale and save Sedona for another trip. Scottsdale is much better for a single person.
As to horseback riding, I ride in Cave Creek, north of Scottsdale with a company that has the permit for the Tonto National Forrest as well as the Agua Fria national monument,
http://www.windwalkerexpeditions.com/ I would definitely pack my own boots and helmet.
They also offer photo and off-road excursions by four-wheel drive vehicles.
