Private clubs and tobacco shops are still exempt from the ordinance. Which is why Marshall Mcgearty will continue to operate after the new ordinance is in full effect. As for the AC and RCC snuffing out the smoking rooms, it was their choice. In the case of the AC in particular, I suspect it was more an issue of need more space as it is terribly packed in the evenings and the smoking room was huge. While I would never condone doing so, perhaps the familiy assist washrooms will become the new smokers haven airside.
