To answer your question, you can do just enough to keep your Mom's account active and transfer the miles via the fee when you need to. If you have a durable power of attorney and your Mom passes away, they, in the goodness of their hearts, transfer the miles to you for no fee.
I can't see why you'd spend this kind of money. You can top off his account with non-travel miles and then redeem the award for another passenger. The ticket doesn't have to be in his name.
