Since the products hotels provide aren't actually being 'sold,' I'm not sure they are held to the same labelling requirements as if they were bought from a retail store. For example, if hotel-provided toiletries have to be labelled, then it would seem logical that so too would soap provided in public washrooms.
I contacted Health Canada and they told me that hotel toiletries must include the ingredients since they are provided to guests in part for a paid service. They asked for the name of the hotel chain and I told them Four Points.
Regarding public bathrooms they said they do not have to list the ingredients since no monies is exchanged to use the bathroom. But they did say that ingredients must be provided upon request!
