There is no fee, you just fill out the form and fax it in. They will only transfer the amount of points it takes to book the reservation you put on the form. Lets say you have a reservation for two nights that require 30,000 points total and the account getting the points has 10,000 in it already, they will only transfer 20,000 points from the other account.
Note that GP won't allow transfer of points the "other way", that is, to transfer orphaned points to another member. To continue the above example of the 30,000 points for two nights, let's say Member A has 40,000 points and Member B has 2,000 points (which is useless for anything). Member B CANNOT transfer his points to Member A because Member A already has enough points in his account.
