Is this correct, or will the CC forbid her from sitting there even when the signs are off since we won't have the carseat?

Obviously one of the crew contributors would be best placed to answer this, but on most of the BA flights we've taken with Swiss Jr (when he was under 2) there were spare seats in the cabin. The crew actively helped sort it out so we had a spare seat near us meaning Jr could sleep very comfortably. As you say if the seatbelt sign is on then they have to be strapped to you but otherwise it seems you're fine.
