They can issue a connecting BP if it comes out with your BP from that airport, but not a BP from another airport.
Interesting, it's possible that they can't unless it's an onward connecting flight. I never really gave it any thought since I've always gotten connecting BPs. That would be a real weakness in NW's system if it's true.
If that is the case, a quick detour to the WC to check-in online, print BPs (if they have a compatible printer) and call a cab would probably be quicker than waiting in line at IAD.
