Say they get the flight out and reaccommodate you promptly at 4:17 p.m., and you have to get the shuttle or cab over to IAD, for a 6:55 p.m. int'l flight in rush hour traffic.
You still have to check in, go through IAD security, and make it to the B terminal.
I wouldn't risk it.
With carry-on only and the BP from the DCA GA, he'd already be checked in, but that still leaves the traffic and security.
