Er, if he is flying to Rome he should go via the "Flight Connections" exit, and NOT arrivals where he will catch a shuttle to T1 and re-check with security there. LHR should handle transferring his bags to BD to be customised at Rome. Of course it is like an hour is too short for THAT part to work properly

(ie: no need to go through UK customs, IMHO).
