It's worse than you thought, since the step up fare went from $2 to $10 this past July.
Additionally you must have a valid VRE monthly pass, VRE 10 trip ticket, or a VRE 5 day ticket to do the step up. You cannot do it with a single ride ticket.
Finally you must first buy a "step-up" ticket before you board the Amtrak train. The Amtrak conductor is not allowed to sell you the ticket.
