All the conditions the OP mentioned have to be allowed by the fare. Airlines will set parameters in the fare rules, so if that's where the limitations are, the sites can't override them. Assuming it's bookable, then the site versatility comes into play (as anyone who's tried to book on united.bomb can tell you)
