Blackout dates are typically published with the discount code on whatever site (or in whatever mailing) the code is given. As far as I know, there is no way to pull up the terms and conditions of a given discount code without having the literature in which the code was originally found.

However, I would assume that most Amtrak discounts have similar restrictions and similar (if not identical) blackout dates, so here are the blackout dates for one code (the college visit one, to be precise):

This offer is not good during the following blackout dates: JANUARY 12-15, 2007; FEBRUARY 16-19, 2007; APRIL 05-09, 2007; MAY 25-28, 2007; AUGUST 31 - SEPTEMBER 07, 2007; OCTOBER 05-08, 2007; NOVEMBER 09-12, 2007; NOVEMBER 20-27, 2007; PLUS PER FARE PLAN PURCHASED.
Looks like Nov. 26 and 27 are indeed listed. Thanksgiving is traditionally one of the (if not the) busiest weekends for Amtrak, and the week after Thanksgiving may still have elevated ridership levels.
