I am renting from FCO, driving north for a few days and then returning to Rome for a few more days so I have arranged to drop off the car at an in-city location instead of schlepping back out to the airport. You're right, there is no additional charge for that. I also managed to use a better CDP which included the CDW at a discounted rate so now the estimated charges are much more reasonable. With the CDW as an additional charge I was having a hard time rationalizing this rental. So I'll stick with Hertz for this one. Thanks again.
