They are designed to snap so as to cause maximum damage when the baggage handlers lift your suitcase with them

For hold baggage, I usually have them inside my suitcase, tied to something so that they're easily visible if the case is opened (e.g. when it's lost, by a diligant person trying to identify it & reunite me with it). I'm with G-BOAC on the hand-luggage tactic.
