A hypothetical question:

I think it's established that purchasing DCA-YYZ-MSP (on one ticket) from Air Canada is not allowed due to cabotage.

But could the ticket be purchased from UA, flying both legs code-shared on AC metal? I would think this would avoid the cabotage rules, since UA is an American carrier.
