The thing I am unhappy about is not the less than full fuel tank in itself, but that someone at Rockville did not do their job. That is what I find unacceptable.
I agree. It's unacceptable. This is not a problem with Hertz. It's a problem with every rental car agency. That being said, it's not a "major issue" in my opinion.

I read the rest of your story and am just going to keep my mouth shut, but I thought your hyperbole on labeling the fuel level as a "major issue" was telling which is why I singled it out.
