I don't know Yodobashi, but Bic allows you to use points immediately.
Last week, I decided to buy a few things on impulse but didn't have my Bic card with me. I registered for a new card, bought the most expensive item with cash - and then used the points towards the other items. No delay.

Bic did not ask me for any ID when I made the card. Indeed, they had no problem with me registering under Mrs. Jibs name, because I want to transfer the remaining points to her account. (For some reason they do need me to wait one month before they can merge two cards - and the cards must be in the same name).

Of course, this is all academic since you got a better price with their tax free deal than you could get with points.
