Multi-pane glass and soundproofing really isn't that hard.
Assuming the builder of a hotel right next to a highway won't realize it is noisy and will do nothing to build an acceptable property is a mighty huge assumption.
FWIW, I've stayed at hotels where my first thought was "&*(()*, this is going to be noisy" and had zero problems.
I've also stayed at properties that were "a few blocks away" from an airport runway, a 24x7 construction site, the floor of the NYSE, and other loud places. Not many noises carry multiple blocks.
