I think it's probably a left hand/right hand type of thing. The people doing the rebooking (res, special services, agents, club) probably can't see the ferry flight among the options. Like charters, ferry flights don't show up among the flights showing in Shares when rebooking options are displayed. An added twist is that it's likely that the ferry isn't even scheduled yet at the time the rebooking is occurring.
