Weight and balance wasnt exactly the issue (although it is a by-product). When NWA set up their operating license they stated "we will allow one carry on per person" and werent following what they said they were going to do and now are being fined when caught breaking it.

Weight is not the issue, count is, they tell you right at the gate, if you can condense your two (or more) items into one you can take them all on. It is about how many you are carrying on that is the rule.

The funny part is they are claiming it is a Federal Rule, well the rule is really "what you put in your agreement you have to follow" and since NWA stated their terms to be one bag, THEY are breaking the federal rule but claiming it is a federal rule on the passengers.
