That's only for CRJ-200's operated by Pinnacle. It does not apply to CRJ's operated by Mesaba, although some gate agents might not pay attention to the fine details. Apparently it is stipulated on Pinnacle's operating certificate for weight & balance issues.

You will not have to worry about that on any Delta Connection flights.
