Absolutely not. I pink tag my carryon every time and still carryon my computer bag. Delta, across the board, doesn't consider the "one small personal item", such as a laptop bag or purse, a carryon. In fact, it's news to me that any airline does.
It appears NWA got in trouble with the FAA for having in their operating agreement (wrong wording I'm sure) that they would only allow one carry on per passenger. The FAA for some reason started watching them on it and NWA is now MILITANT about it (I watched them harrass a senior citizen in a wheel chair because she had a small purse and a tiny carry on - together smaller than my briefcase- because it was 2 pieces and she had to gate check one of them.
