I'm looking at it right now from my office window (even though it is a holiday for the non-globalized), and there are clear differences in the construction style of the different thirds. The top definitely looks either residential or a hotel (large windows, balconies), and the bottom third has smaller windows. On the other hand, the section right below the very top also has a different style, which could mean hotel also.
