Are annual fee cash back programs worth it?

My fave used to be the TimesPoints

I first found iDine from my Chase credit card, the offer is your first $29 earning will be treat as membership fee, then you will get full benefit. Compare to Rewards Network own $49 fee, this is better. However, I found TimesPoints this year, which is no fee and full benefit (i.e. up to 20% cash back). Unfortornately, TimesPoints is already discontinued. However, it gives a special offer here, one year fee, then first $19 will be membership fee. Here is the link

I didn't dine out much, and I am in small city, where not much paticipate places, so I just use Upromise, which is only upto 8%...

I checked some airline one, it is upto 10 points, is that really good?
