Primarily because the boarding area wasn't much larger than a phone booth and a previous flight was being loaded.
The situation is similar in small airports such as Jackson Hole, Wyoming and Watertown, New York.
Yes, I said Watertown, New York, and this was before Delta Air Lines served that destination...
