Absolutely not. I pink tag my carryon every time and still carryon my computer bag. Delta, across the board, doesn't consider the "one small personal item", such as a laptop bag or purse, a carryon. In fact, it's news to me that any airline does.
This is correct. If the carryon is too big, then gate check that bag. If the carryon and personal item can fit, both can be brought onboard.
