The argument they make is that certain nationalities have higher visa costs and require the sponsor (QR) to place a bond with immigration, so they simply do not offer STPC to those passengers.
These nationalities include Albania, Armenia, Azerbaijan, Belarus, Georgia, Ghana, Kyrgyzstan, Kazakhstan, Moldova, Nigeria, North Korea, Tajikistan, Turkmenistan and Uzbekistan. I'm sure there are others too.
