When did you try to book your upgrades?
I have uprgaded many times on SQ and only failed once. Except for one D->F upgrade when I was able to book six month ahead, others were all waitlisted and cleared within 7 days of departure. My routes were SIN-LHR, SIN-FRA, SIN-JFK (via FRA), SIN-LAX.
